The Rector of the University of Economics in Bratislava, based on the recommendations of the crisis board of the University of Economics in Bratislava for monitoring, evaluating the situation and taking measures in connection with the occurrence and spread of coronavirus COVID-19 of 21. May 2020 issues

the Rector's measure no. 9/2020 

 

which specify, modify and supplement the the Rector’s measures no 6/2020, issued on 24 April 2020.

All of the following measures and deadlines may be changed and modified depending on the decisions of public authorities (e.g. the Government of the SR, the Central Crisis Board of the SR, the Public Health Office).

 

The Rector´s order No. 3/2020- anti-pandemic measures

 

  1. Schedule of the academic Year 2019/2020

    1. The summer semester of the Year 2019/2020 will be exclusively ended online.

      It is recommended to base the assessment of the final evaluation of the student possibly on the results of the interim evaluation obtained by the students during the summer semester (acquired at the time of the proper attendance form of teaching and at the time of interruption of the attendance form of teaching and realization of online teaching). If the final assessment cannot be established on the basis of the results of the interim evaluation, online testing by using online test platforms is recommended. The final evaluation of students shall be recorded by teachers in the AIS2 deadlines in accordance with the study procedure.

      The details of the online testing shall be determined by the deans of the faculties and the persons authorized by them according to the structure of the study programs.

    2. Examination period in the final years of study at 1. and 2. degree of study

      Examination period in the final years 1. and 2. degree of study lasts by 12th June 2020.

      For online testing, deadlines shall be published in the usual manner in AIS2 to the extent corresponding to the number of students of the subject but not later than 14 days before the start of the online examination of the subject. The guarantor of the subject is responsible for communication with the students and other examiners of the subject in regard to the terms and methods of online testing. The final evaluation of students shall be recorded by teachers in the AIS2 deadlines in accordance with the study procedure.

      The details shall be determined by deans of the faculties and the persons authorized by them according to the structure of the study plans of the study programs.

    3. Examination period for the other years at the 1. and 2. degree of study

      Examination period for the other years at 1. and 2. degree of study lasts by 17. July 2020.

      For online testing, deadlines shall be published in the usual manner in AIS2 to the extent corresponding to the number of students of the subject but not later than 14 days before the start of the online examination of the subject. The guarantor of the subject is responsible for communication with the students and other examiners of the subject in regard to the terms and methods of online testing. The final evaluation of students shall be recorded by teachers in the AIS2 deadlines in accordance with the study procedure.

      The details shall be determined by deans of the faculties and the persons authorized by them according to the structure of the study plans of the study programs.

    4. Graduation ceremony on the 1st and 2nd level of study

      Graduation ceremony on the st. and 2nd level of the study planned in the month of June and July shall be canceled.

      Diplomas and evidence on the completion of the study will be passed on to the respective departments of the faculties after graduation at the dates specified by the faculty. The new term of the graduations will be set in the month of September and October, according to the graduates´ expectations.

      The details shall be determined by deans of the faculties and the persons authorized by them.

    5. The major holidays

      The period of the major holidays lasts from 20 July 2020 to 31 August 2020.
  2. State exams, rigorous exams, defense of the habilitation theses, habilitation and inauguration lectures

    1. State examinations on the first and second level of study

      State examinations at the first and second level of study shall take place from the 15 June 2020 to 17. July 2020. State examinations and/or retake terms of state examinations may also be carried out in the period 24. August 2020 to 31. August 2020.

      State examinations are held by the presence of students and members of the commissions.

      The structure and content of the state exams remain in line with the study plans of the study programs. Students ' participation in state exams will be facilitated according to an exact timeline.

      In organizing and implementing state exams, all employees and students are required to follow the anti-epidemic measures and the EU Rector´s order No. 3/2020.

      The details shall be determined by deans of the faculties and the persons authorized by them according to the structure of the study plans of the study programs.

    2. Submission of applications for the third level of study

      Deadline for submission of applications for the 3 level of study lasts until 12. June 2020.

      It shall proceeded according to the common principles of the admission procedure at the 3rd level of study at the University of Economics in Bratislava for the academic year 2020/2021. Admission exams at the 3rd level of study shall be carried out according to the schedules of the faculties.

      The details shall be determined by deans of the faculties and the persons authorized by them.

    3. Dissertation and defense of dissertation theses at the third level of study

      Dissertation exams at the third level of study can be carried out from the 15th June 2020 in the presence of all involved parties.

      In organizing and implementing the dissertation exams, all employees and students are required to follow the anti-epidemic measures and the Rector´s order No. 3/2020.

      The dissertation exams and defense of dissertation theses at the third level of study can also be carried out online through videoconferencing or other means of information communication technology without the physical presence of the persons involved and in accordance with the Act no 93/2020 Z. Z. of 22. April 2020 amending the Act no 131/2020 Z. Z. on universities...

      The details shall be determined by deans of the faculties and the persons authorized by them according to the structure of the study plans of the study programs.

    4. Rigorous exams and defense of the rigorous theses

      The rigorous exams and defense of the rigorous theses can be realized from the 15th June 2020 in the presence of all involved parties.

      In organizing and implementing the rigorous exams and defending the rigorous theses, all employees and students are required to follow the anti-epidemic measures and the Rector´s order No. 3/2020.

      Rigorous exams and defense of the rigorous theses can also be implemented online through videoconferencing or other means of information and communication technology without the physical presence of the persons involved and in accordance with the Act no 93/2020 Z. Z. of 22. Council of April 2020 amending the Act no 131/2020 Z. Z. on universities...

      The details shall be determined by deans of the faculties and the persons authorized by them.

    5. Defenses of habilitation and inauguration lectures

      The defenses of the habilitation theses, the habilitation and inauguration lectures can be realized from the 15th June 2020, and in the presence of all the persons involved under the observance of the anti-epidemic measures.

      In organizing and implementing the defense of the habilitation theses, the habilitation lectures, all involved parties are required to follow the anti-epidemic measures and the Rector´s order No. 3/2020. The measures referred to in the Rector´s Order no 3/2020 shall apply to these activities.

      It should be proceeded in accordance with the Act no 93/2020 Z. Z. of 22. April 2020 amending the Act no 131/2020 Z. Z. on universities...

      In organizing and implementing the defense of the habilitation theses, the habilitation and inauguration lectures, it is recommended to use the premises of the EU auditoriums in Bratislava and/or large-capacity lecture rooms.

      The defense of the habilitation theses, the habilitation and inauguration lectures can be carried out on an ongoing basis also online through videoconferencing or other means of information and communication technology without the physical presence of the persons involved.

      It should be proceeded in accordance with the Act no 93/2020 Z. Z. of 22. April 2020 amending the Act no 131/2020 Z. Z. on universities...

      The details shall be determined by deans of the faculties and the persons authorized by them.

    6. The so-called "Departmental defense of dissertation theses"

      The so-called "Departmental defense of dissertation theses" can be held exclusively online.

      The details shall be determined by the head staff (usually the head of the departments) to who have the competencies.
    7. Housing students in student dormitories

      According to the order of the Minister of Education, Science, research and Sport of the Slovak Republic on 30 4.2020 the EU in Bratislava was incorporated in the economic mobilization entities, through which the EU in Bratislava has obligations concerning the provision of university accommodation capacity for the purposes of the state-ordered quarantine of the repatriated citizens.

      In this context, re-lodging students (except foreign students) in student dormitories in the summer semester 2019/2020 will not be possible.

      All information related to the refunding of the fees for the accommodation of the students referred to the Rector´s measures no 6/2020 shall remain valid.

      The EU in Bratislava will provide, where necessary, the possibility of student accommodation for the final years between 10.00 o´clock of the previous day of the state examinations until 15.00 o´clock from the day of the state examination. Accommodation will be possible in selected student dormitories for only one night, by maintaining all epidemic measures at a price of 12 Eur/night. Accommodation will be possible on the basis of prior electronic order. Students requesting accommodation on the day of state exams in a student dormitory will contact their request by email at: cpcus@euba.sk (for Bratislava Student dormitories) and by email at: melania.kissova@euke.sk (for the Košice student dormitory).

      Summer accommodation during major holidays will be provided in limited mode. Information on the possibilities of summer accommodation will be published on the website https://euba.sk/student/informacie-pre-studentov/ubytovanie.

      Students staying in student dormitories are requested to comply with all safety and hygiene regulations.

  3. Meetings of the University Boards and Colleges of the University and faculties

    From the 1st June 2020 meetings of all self-governing and consultative bodies of the university and of the faculties (e.g. academic panels, scientific councils, colleges, disciplinary commissions, etc.) may be held in the physical presence of the persons concerned, in compliance with all the anti-epidemic measures in accordance with the Rector´s order no 3/2020. The measures referred to the Rector´s order no 3/2020 shall apply to these activities.

    It has been ordered to proceed in accordance with the Act no 93/2020 Z. Z. of 22. Council of April 2020 amending the Act no 131/2020 Z. Z. on universities...

    In carrying out the activities above, it is advisable to use the EU auditoriums premises in Bratislava or the high-capacity lecture rooms.

    Meetings of all the boards and consultative bodies of the University and the faculties (e.g. academic panels, scientific councils, colleges, disciplinary commissions, etc.) may also be held online through videoconferencing or other means of information and communication technology without physical presence, including secret voting, if the technical conditions allow, depending on the nature of the meeting and the nature of the materials discussed.

  4. Activities of the third-age University

    1. Teaching at the University of the Third Age

      The contact classes at the University of the Third Age have been canceled until further notice.

      The lessons will be provided online through the use of online platforms designed to teach (e.g. Moodle, Microsoft Teams, Google Hangouts Meet and others) followed by self-study.

      The details shall be set by the Third-age University of BBS EU in Bratislava.

    2. Other activities of the Third-age University

      Further activities of the Third-age University organized by the EU in Bratislava on the university's premises have been cancelled until further notice.

      This applies to all training centers in which the activities of the Third-age University are carried out.

  5. Measures concerning the work of EU staff in Bratislava and the operation of selected departments from 1 June 2020

    1. Access to the EU premises in Bratislava (and to the PHF EUBA in Kosice)

      1. From 1. June 2020, the EU premises in Bratislava (and the PHF EUBA in Košice) are made available in the standard mode with the limits set out in this measure.

      2. The entry into the building Školička and in the gym Horský park is prohibited until further notice.

        This does not apply to staff working on shifts who care for uninterrupted operation, or other servants whose presence at the workplace is necessary in accordance with the decision of the persons responsible for this measure.
      3. The EU buildings in Bratislava are accessible to employees from 6.30 to 18.00 a.m., for students and the public from 7.30 to 18.00 a.m..

        This does not apply to staff working on shifts who care for uninterrupted operation, or other servants whose presence at the workplace is necessary in accordance with the decision of the persons responsible for this measure.
      4. When entering the EU building in Bratislava and moving in it, the compliance with the anti-epidemic measures referred to the Rector’s Order no 3/2020 is required

        All employees, students and the public, entering the EU building in Bratislava, are required to comply with all the anti-epidemic measures under the Rector’s order No. 3/2020.

    2. Performance of staff and operation of selected departments

      1. From the 1. June 2020, all university staff will be working in their departments in a standard mode by maintaining working hours in compliance with the anti-epidemic measures

        The heads of departments may agree with the university teachers and researchers, as well as other staff on the home office regime within the par § 250b (1) 2 of The Labor Code by assigning specific tasks, deadlines for their fulfilment and a proof of their fulfilment. Home office within the par. § 52 (2). (5) of the Labor Code may only be carried out by staff who have a specific type of work in their employment contract.

        This does not apply to employees whose workplace presence is necessary in order to ensure that the functions of the various workplaces are maintained in accordance with the decision of the persons responsible for fulfilling this measure.

        With non-pedagogical staff whose type of work does not allow the performance of work tasks at home, the employer may agree, according to § 55 of the Labor Code, a temporary adjustment of the type of work.

        Employees who, during an emergency situation, take care for a child in person on a daily basis and therefore, they cannot work in a standard mode, is obliged to deliver a copy of the form requested by the social insurance taking care for a child during the crisis situation to the employer.

        The details shall be determined by deans of the faculties and the persons authorized by them - the heads of departments.

      2. Consultation hours of study departments and consultation offices

        From 1. June the consultation hours of study departments and consultation offices get back to the original regime.

        It is recommended to continue the communication of students and employees with the departments above by e-mail or phone. If a personal contact is necessary, it is recommended to the EU students and staff in Bratislava, as well as the public, to plan the visit of the study department or the relevant consultation office in advance by telephone or e-mail.

        When visiting the study department or the relevant consultation office, all the anti-epidemic measures must be followed.

        Details on the consultation hours of the study departments and the consultation offices of the faculties shall be determined by deans of the faculties and the persons authorized by them.

      3. Consultation hours of university teachers and researchers

        The consultation hours of university teachers and researchers in the presence form have been canceled until further notice.

        It is recommended to continue the communication of students with teachers and researchers by e-mail or by phone.

      4. Operation and lending hours of the Slovak Economic Library

        From the 1. June 2020, the operation and lending hours of the Slovak economic library will get back to the standard regime.

        Information on operation and lending hours, on possibilities, dates and the way of returning the lent literature will be published by the Slovak Economic library.

        It is recommended to plan the visit of the Slovak Economic library by e-mail or phone.

        A visit to the Slovak Economic library will be possible only in compliance with the anti-epidemic measures. In addition to the protective mask, the visitors are also required the use their own protective gloves.

        Visitors to the library will not have free access to books and magazines, the relevant literature shall be selected by the staff of the library; The books will be left by visitors on the table and not returned to the shelves.

        The books used by visitors shall be disinfected by the library staff and provided to other visitors only after 24 hours.

        The lending time for the books that students have lent before the pandemic period will automatically be extended to 30. September 2020 (included). SEK will not charge any fees for delay due to failure to return the books until 30. September 2020.

        The operation of the Slovak Economic library is further governed by the guidance of the Public health office.

      5. Operation hours of EU buffets in Bratislava and provision of food

        The provision of food to university staff has been modified. The food will be provided:

        • From the 1. June 2020 – In the student canteen on the Dolnozemská cesta 1 from 11.00 to 13.00 p.m.. – Ordering meals is done in the common manner
        • from 2. June 2020 – the buffet in the V2 building between 11.00 and 13.30 – only on the basis of a pre-order
        • In the student canteen at the ŠD Ekonóm – the provision of meals will be provided continuously

          The operation time in the buffets of V1 and V2 will be between 7.00 and 14.00.

          Hand disinfection is required when entering the food-dispensing areas. While dispensing the food, the necessary anti-epidemic measures must be followed.

          Details shall be set by the director of the Center of Business and University Services.

      6. Taking holidays

        The head staff shall enable the other staff who should comply with obligations arising from the adjustment of the academic year's schedule for the period until 17 July 2020 to the extent of the collective agreement, to take holidays from 20. July 2020 to 31 August 2020.

      7. Business trips

        From 1. On June 2020, only business trips in Slovakia are allowed. It is recommended to take those trips only if necessary.

        International business trips have been cancelled until further notice.

  6. Other general measures

    1. Other measures (collective events, visits to student dormitories, international mobilities, etc.)

      1. All collective events organized in the EU premises in Bratislava (also in Košice) held by the EU in Bratislava and other entities have been cancelled until further notice. 

      2. Visits to student dormitories have been banned until further notice.

      3. The students international mobilities have been cancelled until further notice.

        In the context of the guidance of the MŠVVaŠ SR (it applies to students planning to travel abroad and does not apply to students abroad). On the basis of the recommendation of the Erasmus + National Agency for Education and training dated on 10 March 2020 the National agency amends its recommendation issued on the 28 February 2020. The granting of force majeure in cases related to the coronavirus and in accordance with the guidance from the MŠVVaŠ SR it is in the power of the University, so it is not necessary to inform the National agency of such cases. If a student or an employee does not travel, but has incurred certain costs (e.g. travel or pre-paid accommodation) in connection with Erasmus +, they are entitled to a reimbursement due to force majeure.In case of students and staff who choose to return from abroad earlier, it shall be proceeded as in other cases of early return for reasons of force majeure, with the result that such participants may also be reimbursed the travel costs associated with their return home. The details of the study of students who have returned early from international mobility and/or planned the mobility, but they did not realize it, will be determined by deans of the faculties and the persons authorized by them.

      4. Return from the international mobility

        All employees and students who have returned from their mobility during the period of the emergency are required to follow the guidelines of the Public Health Office. This fact shall be communicated by e-mail to the competent heads of departments, in addition to the persons referred to in the Regulations of the Slovak Republic ÚVZ SR. Students are required to announce this fact to the relevant study department by e-mail; international mobility students to the International Mobility Department of the University.

      5. The admission of foreign partners and students have been canceled until further notice.

 

The heads in charge shall notify those measures to employees who do not have access to a computer.
